If Gov. Andrew Cuomo is to be a national leader on climate change, he must call on Congress to pass strong legislation that encourages an economy-wide shift away from fossil fuels via the implementation of a rebated or revenue-neutral carbon fee.
He's borne witness to the havoc climate change can bring, and his words could be powerful enough for Congress to finally take action.
