Turn NanoCollege into its own entity

The College of Nanoscale Science and Engineering already has its own campus, its CEO, Alain Kaloyeros, reports not to the president of the University at Albany but directly to the chancellor of the State University of New York, and its budget is separate from that of the University at Albany. The NanoCollege thus already occupies a position unlike any other college or department within the University at Albany, outside of the normal governance structure. A full parting of the ways would be of benefit to all parties.
