Letter: Layoffs adversely impact the canal

The layoffs of 42 permanent canal structure operators is a sad and unnecessary action by Gov. Andrew Cuomo and the Thruway Authority. The impact on operations and maintenance of the historic canal will be severe and immediate.

The canal structure operator position was created in 1913 at the request of Gen. W.W. Witherspoon, state public works superintendent, overseeing the newly created Barge Canal. He recognized the need for a skilled worker with electrical and mechanical knowledge to maintain the variety of new equipment. He testified before the Legislature that the old system of political patronage would not serve the needs of the people. A civil service exam and minimum standards were developed to meet this need along with a yearly inspection system.

As a retired superintendent of the Champlain Canal, I can attest that the affected employees have met and exceeded those standards daily. They have a passion and love of history of the canal that is reflected in their job performance. They are among the finest men and women I have ever had the pleasure of working with.

Millions of dollars in savings can be realized from eliminating the "bridge to nowhere" and reducing trail development.

Layoffs, public or private, should always be a last resort.

Sadly, the Thruway Authority is overstaffed with political patronage jobs, yet the governor chooses to fire the civil servants who directly serve the people.
