However, it did not include reference to the Capital Region Cleaner, Greener Sustainability Plan, especially a key priority for "local government policies and programs that integrate climate change mitigation and adaptation" into economic development.
Collaboration by private investors in the Downtown Business Improvement District with the Capital Region Economic Development Council may secure the investments. State government funding sources may enhance improvements for infrastructure and business district property through climate change mitigation best management practices.
The article mentioned boating and fishing activities that improve economic development. The state Department of Environmental Conservation has a Sustainable Fishing Plan for New York River Herring and the National Ocean and Atmospheric Administration has a 2014-2015 Atlantic Herring Research Set-Aside grant due July 22 for projects to enhance knowledge of Atlantic herring fishery resources and the New England Fisheries Management Council.
These programs could stimulate economic development in communities along the Hudson River, if adequate mitigation plans and projects are implemented.
