A year ago, the U.S. Court of Appeals for the District of Columbia ruled that the U.S. Constitution allows the district to ban assault weapons and high-capacity magazines and require gun registration.
This careful ruling appears to be consistent with recent Second Amendment decisions by the U.S. Supreme Court, which has said the right to own weapons is not absolute, and Justice Antonin Scalia's observation that, "There are some limitations that can be imposed."
