Gov. Andrew Cuomo should be commended for preparing a budget that includes policies that reduce the likelihood of unnecessary expenses while preserving vital services that New York residents depend upon.
An important example of where the governor accomplished these goals is in the community-based health and human services field.
By including language in his budget proposal that exempts community services providers from having to hire licensed social workers to take the place of competent, experienced health and human services workers, $300 million in unnecessary spending will be averted, creating a considerable savings for taxpayers. This language will also avert the loss of thousands of jobs and prevent the closure of valuable community-based health and human service facilities. The governor's budget proposal simply takes a temporary exemption that has been in place for years, with no adverse impacts, and makes it permanent.
Cuomo's recognition of a successful record of compassionate and cost-effective care is an excellent example of innovative budgeting and real leadership; we thank the governor and we are hopeful the Legislature supports this exemption for those who have dedicated themselves to providing services for people with substance use disorders and other health and human service needs.
We urge the Senate and Assembly to seize on this opportunity to save money and jobs while supporting the continuation of excellent quality services to New Yorkers.
