I want to commend Gov. Andrew Cuomo for two decisions he made last week that saved schools and their taxpayers money.
First, he signed into law an initiative that brought New York in line with 48 other states that will allow municipalities and schools to utilize cooperative bidding or "piggybacking" on contracts for goods and services that were solicited by the federal government, other states and municipalities or schools. This measure will save millions a year through bulk-purchasing agreements that drive down the cost of goods and services for all participating entities.
Secondly, the governor vetoed legislation pushed by special interest groups and sprung on the last day of session that would have cost school districts and their taxpayers millions in extra special education expenses. The bill would have allowed the placement of special education students in private schools based on the student's "home environment and family background." This open-ended and ambiguous costly requirement would have been the poster child for unfunded mandates at a time when schools are already struggling to meet current needs.
